Core Functions / Responsibilities:

1. Provide overall supervision and coordination of staff and activities in the CCIprocurement and logistics unit.

2. Ensure the proper design and timely functioning of a service- and support-oriented procurement management system for CCI grant projects, including procurement, contracting and logistical support.

3. Ensure that all necessary documents are collected and submitted to the USAID Mission Unit each time a vetting process is required.

4. Keep in mind programme requirements, donor regulations, IOM procurement policies and financial guidelines, establish, maintain and reinforce a catalogue of procedures governing procurement, contracting and logistics support activities for the CCIprogramme.

5. Establish and maintain centralized records of all aspects associated with procurement and logistics of CCI grants throughout Afghanistan to ensure that the highest standards possible are followed.

6. Ensure consistent communication, coordination and responsiveness with the CCI grants manager and field coordinator on the status of procurement, contracting and logistics activities.

7. Establish and maintain an internal tracking system that ensures expenditures are properly coded to grants.

Role -2

Supporting Logistics Manager and the Logistics team with the day-to-day operational requirements for the three components of the Humanitarian Logistics Period Offer Contract;
Supporting the management and implementation of effective and efficient operational, financial and compliance activities to deliver projects in accordance with contractual and reporting obligations and company guidelines;
Booking air and sea freight consignments;
Preparing relevant air and sea documentation, track and trace and quotations
Liaising with freight agents and customs brokers;
Supervising of daily labour and processing invoices;
Implementing the efficient, effective and appropriate reception, consolidation, storage and dispatch of all items in the warehouse including accurate record keeping;
Ensuring that all warehouse activities are conducted in accordance with processes and procedures, quality management systems, dangerous goods regulations and industry best practices.


Role -3 - Support logistical activities such as procurement – including procurement planning, supply chain, stock management, warehousing, transport, facilities in field locations, oversight of communication and IT (e.g. satellite and mobile phones, HF and VHF radios, laptops, printers, scanners, etc.), maintenance and asset tracking.
Provide effective logistical support to the projects and the field teams.
Travel to ERT response locations and support logistics operations and needs in ERT field response sites.
Ensure all activities are carried out in line with Medair and any donor requirements.
Carry out frequent and thorough checks on the quality of equipment and supplies, ensuring that items are maintained in a good condition and that Medair is receiving ‘value for money’ on items purchased.
Work with relevant team members and field management, within the context of the local environment, to ensure the security of the Medair base(s) and of all Medair property and equipment.
