Part of the Human Resources Department, the Human Resources Officer will be responsible for the, placement, administrative follow up and scheduling of the expatriate field staff for the assigned missions. Working with the Pool Desk of the assigned countries, the HR Officer will liaise with the other departments to insure the proper human resources management.
Essential job functions:
1. Administrative Mission Support – Kenya, Southern Sudan, Uganda /OR/ D.R. Congo (Kivu and Kinshasa - Pakistan
• HR point person for assigned missions and expatriates going to other HQ missions, including support to the Country Directors on issues related to expatriate employment.
• Regular formal and informal meetings with operations to anticipate needs and fill open positions, coordinating with recruitment to find appropriate candidates.
• Coordinate with the HR assistant for the transport, including visas, of expatriate to trainings, the mission and return at end of employment or for annual leave.
• Coordinate the organization of briefings and debriefings.
• Assisting with medical needs of expatriates. Including, but not limited to, the follow up in cases of medical evacuation.
• Inform the Desk Officer and HR Director of critical HR problems related to the mission management / procedures
2. Human Resources Mission Supervision – Kenya, Southern Sudan, Uganda /OR/ D.R. Congo (Kivu and Kinshasa - Pakistan
• Technically supervise and advise the HR Coordinator/Manager or Administrator
• Help and guide the mission in the implementation of ACFIN policies and guidelines; first line of communication for HR Coordinator/Manager or Administrator.
• Support the mission in writing and reviewing policies adapted for the missions, in coordination with the operations department.
• Ensure that the missions apply the ACF regulations and guidelines.
• Work with the mission to develop and review the HR component of the country strategy
• Second line of communication for expatriates on questions related to unfair treatment of rules and regulation at the mission level.
• Follow expatriates through their professional development (training, evaluation, and career).
3. Support of National Mission Management – Kenya, Southern Sudan, Uganda /OR/ D.R. Congo (Kivu and Kinshasa - Pakistan
• Help and guide the mission with tools and methodology to implement ACFIN policies relevant to the national staff.
• Support, in coordination with the technical department in the HQ, the annual (or on ad hoc basis) review, the set up and implementation of the main frame work for national staff salary review, national regulation and job grid.
• Ensure the implementation and follow up of proper staff review.
• Coordinate with the HR Coordinator/Manager or Administrator and technical department international trainings for national staff.
• Follow up and coordinate the expatriation process for national staff identified for expatriation.
